California Children’s Services (CCS) Program:
Helping Children with Special Health NeedsThe California Children’s Services (CCS) Program is a statewide organized delivery system specifically designed to provide medical care services for catastrophically and chronically ill children. The CCS program has forged a successful partnership with managed care so that children’s access to CCS services is protected. The sole mission of the CCS program is to save and improve the lives of the sickest pediatric patients.
The CCS program develops standards of care and approves providers and services. The CCS program’s regionalized pediatric provider network only allows pediatric-trained specialists who meet specific quality standards to participate in the program.
The CCS program covers children who:
- Are under 21 years old;
- Have a medical condition that is covered by CCS (see below);
- Are residents of California;
- Have Medi-Cal or Healthy Families program coverage; or,
- Have adjusted gross family income of less than $40,000 or have out-of-pocket medical expenses that are expected to be more than 20 percent of family income
CCS Eligible Medical Conditions
The CCS list of eligible conditions includes the most complex and catastrophic pediatric conditions. CCS covers medical conditions that are physically disabling or require medical, surgical, or rehabilitative services, such as:

Blood diseases |
Congenital heart disease |
Cleft lip/palate |
Endocrine and metabolic diseases |
Birth defects |
Spinal cord injuries |
Severe burns |
CCS Services
- Treatment, such as physician services, hospital and surgical care, physical therapy and occupational therapy, laboratory tests, X-rays, orthopedic appliances and medical equipment.
- Medical Case management to help get special doctors and care for sick children when medically necessary, and referral to other agencies, including public health nursing and regional centers; or,
- Medical Therapy Program (MTP), which can provide physician therapy and/or occupational therapy in public schools for children who are medically eligible.
